    FYI:
I was at Sands today and observed a maintenance crew re-felt a craps table.
It doesn't look like the changed the padding or anything and the felt appears to be of the same material that's on the other tables, but obviously new.

Were you able to tell what was under the felt layout ?

I would assume a thin layer of muslin, felt or other very thin material -

ALL NJ and PA casinos in thePoconos seem to have a very hard - bouncy - table surface !

Yes, it appeared to be a white muslin or thin cotton material of some sort. (almost looked like unbleached cheese cloth)
You could see all the drink stains!

I wasn't bold enough to go up and feel it as there were 2 guards supervising the maintenance people swapping out the felt...

You should have approached the guards and inquired if they work here -

Then tell them you are affiliated with the cloth manufacturer and want to ensure the installation goes correctly -

What can they do to you - shuffle the deck on you - change the dice - they are not going to throw you out -

    If they can't take a joke .............. !

A group of a about 6 men walked up to the table.
A shift manager or someone who has the keys unlocked the big box and a PGC (PA gambling commision) representative supervised the removal of all the chips from the table.
2 maintenance guys moved 4 chairs out into the middle of the walkway.
They then removed the bowl and placed it on top of the chairs.
They then proceeded to remove the old felt and lay on the new felt with staple guns or something.
